BCDA's scope & authority.
BCDA is your connection to all things Democratic - candidates, campaigns, events, projects, and the Democratic Party. As members, we are Berkeley County's working army of Democrats - pushing forward to grow the party and win campaigns. BCDA works closely and cooperatively with BCDEC and the Women's Democratic Club of
Berkeley County (see below). BCDA is the only Democratic organization in
Berkeley County that is both a membership organization and
a Political Action Committee. As such, BCDA is empowered to raise money
for political purposes and make direct contributions to any state,
county or local candidate, or any WV Democratic Executive Committee. We
are completely self-governing, and our membership is open to all men and
women who are registered as Democrats. Our members are
moderate, progressive, conservative, and liberal, representing a wide
range of occupations, backgrounds, ages, and interests. In terms of paid
up and active membership, BCDA is one the largest local
Democratic organizations in West Virginia.
The Berkeley County Democratic Association is registered with the WV Secretary of State as a state level Political Action Committee (PAC).
The activities of a state PAC, particularly regarding how money is
collected and spent, are strictly regulated by State and Federal law.
For regulatory information regarding BCDA, candidates, political
organizations and activities in West Virginia, see the Guide to WV Campaign Finance. Subject to applicable laws and regulations, BCDA operates according to
bylaws adopted and approved by BCDA membership. To see a copy of our bylaws > CLICK HERE

OTHER LOCAL, STATE AND NATIONAL DEMOCRATIC ORGANIZATIONS
Berkeley County Democratic Executive Committee (BCDEC).
BCDEC
is
comprised of 12 persons (1 man + 1 woman from each magisterial
district) who are elected to 4 year terms in the Democratic Primary
held in non Presidential election years. BCDEC has an important overall
leadership role, and unlike the other 2 Democratic organizations in
Berkeley County, BCDEC has official responsibilities related to filling
ballot vacancies,
recommending persons to fill vacated elective offices, selecting poll
workers, and conducting and participating in official caucuses and
conventions as they occur. BCDEC
also plays a major role in promoting voter registration, voting,
supporting state and local Democratic candidates in the general
election, and operating a campaign headquarters during election years.
As is the case with all county level Democratic Executive Committees in
WV, BCDEC is established as a non-federal Political Action Committee,
which authorizes it to raise and collect money for political purposes,
which includes making direct contributions to candidates running for
state or local
office in WV. For more on BCDEC, CLICK HERE.
Women's Democratic Club of Berkeley County.
The Women's Democratic Club of Berkeley County was established
in 1932 and was a founding chapter of
the West Virginia Federation of Democratic Women in 1964. It is affiliated with both the WV Federation
of Democratic Women and the National Federation of Democratic Women. They provide important support to the campaigns of
Democratic candidates as well as to the Democratic Party Platform. They encourage
the involvement of
women in the political process and strive to support women's issues and
women as candidates for public office. They also provide important
support for several major political events in Berkeley County. For more
about the Women's Democratic Club of Berkeley County, CLICK HERE.
West Virginia Democratic Party.
The
State party is comprised of a publicly elected state executive
committee, various chair positions, and a paid staff. The Governor of WV
traditionally plays a major role in the selection of the Chairperson
and paid staff. The state party maintains strong ties with the
Democratic National Committee (DNC), the various Democratic Executive
Committees (including the county committees), the WV Federation of
Democratic Women, the WV Young Democrats, and the Democratic
associations that operate in several counties. For more about the West
Virginia Democratic Party, CLICK HERE.
